About One Neighborhood Builders

Welcome to the ONE Neighborhood Builders Apartments located in Elmwood (South Side), Olneyville, and East Providence Neighborhoods of the City of Providence. Our portfolio consists of 12 communities offering a variety of studio, 1-, 2-, 3-, and 4-bedroom apartments, ranging in style including townhouses, garden style, Victorian, and multifamily homes.


Since its founding in 1988 when concerned neighbors banded together to address the lack of affordable housing in Providence, ONE Neighborhood Builders has grown to become one of Rhode Island’s most formidable nonprofit organizations that develops affordable housing and engages neighbors to cultivate healthy, vibrant, and safe communities for Greater Providence. Local Information for Rhode Island

The State of Rhode Island and Providence Plantations, or Rhode Island, is a small state found in the United States’ New England region. Its official nickname is The Ocean State (in reference to its geography), but it is also known as Little Rhody (obviously because of its size).

Rhode Island’s long name is an indication of two settlements: the Rhode Island colony, founded near Newport County’s Aquidneck Island; and the Providence Plantations, which was founded by Roger Williams in Providence City. The state is home to several respected educational institutions, including Brown University and the U.S. Naval War College or Naval War College (NWC/NAVWARCOL).

The state’s capital is the city of Providence, which is known as the Creative Capital because of its lively arts community and educational resources. If your choice is to build your dream home in the City of Providence, the agency to approach is the Providence Housing Authority or PHA. The PHA follows high standards in helping its residents find affordable options for decent, sanitary, and safe housing; especially for those who belong to the low and moderate income brackets.

The East Providence Housing Authority, on the other hand, was established in 1961 for the purpose of helping the city’s low income families, disabled, and elderly find safe, decent, and affordable housing.

Rental Assistance Rhode Island

If you decide to find an affordable rental home in the private market, you will have to apply for or enroll with the Section 8 Voucher or Housing Choice Voucher Program. This subsidized program was created by the United States Department of Housing and Urban Development (HUD).

Under the program, qualified or eligible low income families, senior citizens, and disable residents will be able to find a safe, decent, sanitary, and affordable home of their choice in the private rental community. They can choose from single family homes, condos, townhomes, lofts and apartments. Aside from the Federal income limits required by the HUD, the home or apartment owner/landlord should agree to join the Housing Choice Voucher program and the chosen home should meet at least the minimum safety requirements. The voucher holder pays only part of the rent (based on his income), while the program takes care of the remaining balance.
