Homestead Apartments is an affordable housing community offering one and two bedroom apartment units for those that meet income restrictions and selection criteria. Rental subsidies may be available to reduce resident rental obligations.

The city has over 3,000 units of affordable housing and over 5,000 housing choice vouchers are available for individuals and families in need of them.
Decent and quality affordable housing in Tucson, meanwhile, is provided by the city’s Public Housing Program. This, however, is a low income public housing program and is not in any way connected with the Section 8 Voucher Program.
The main Arizona housing authority, however, is the Arizona Department of Housing. Along with the Arizona Housing Finance Authority, it assists residents and citizens who are looking for affordable housing options, especially those who come from low income families.
Rental Assistance in Arizona
The Arizona Public Housing Authority offers two Section 8 programs for its residents. The multi-family Project-Based Rental Assistance program is for very low to extremely low income households. Certain income parameters are set by the US Department of Housing and Urban Development (HUD) every year. Under this program, a Housing Assistance Payments Contract is entered between the property owner and the HUD. Residents will receive assistance from the HUD provided that they are following lease terms and guidelines.
Arizona Public Housing Authority’s Housing Voucher Program, though, is intended only for residents of Yavapai County. First on the priority list is homeless veterans, but over 80 vouchers are also reserved for the general population.
